HOW TO GET FANCY CAR NUMBER IN UP ?
Mode And Manner
(1). The booking of notified registration number either through the process of auction or on the principle of "First Come First Serve" shall be made through online mode.
(2). All the notified registration numbers of a vehicle series shall be initially opened for reservation through online auction.
(3). Those notified numbers which remain un-auctioned in the prescribed period of auction shall be opened for booking by advance payment of fees prescribed under sub-rule (2) of Rule-51A of UP Motor Vehicle Rules, 1998 in addition to the payment of the fee prescribed under sub-section (2) of section 41 of the Motor Vehicle Act, 1988.
What is the process of e-auction in UP ?
(4). The process of e-auction shall be as under :-
(i) The e-auction of all notified registration numbers shall be opened for seven days which shall start at 10 AM of the date of the beginning of a vehicle series in a Transport Office.
(ii) The first four days of the seven days referred to in sub clause (i) above shall be for the registration of bidders and the next three days shall be the period for making bids for the concerned notified registration numbers.
(iii) In the given time for registration of bidders for auction, there shall be at least three bidders.
(iv) If the numbers of bidders is less than three, then in that case the process of e-auction for that notified number shall be extended for a further period of seven days.
(v) In the extended period of seven days also, the first four days shall be for the registration of bidders and the next three days shall be the period for making bids for the concerned notified registration number.
(vi) If in the extended period, three bidders do not take part, then in that case the said number shall be allotted to the highest bidder, even if there is only one bidder.
(vii) The registration of the bidders of first seven day period shall be valid for the extended period of seven days and they need not have to register themselves again, and they shall be eligible for taking part in the e-auction of that notified registration number in the extended period.
(viii) Any eligible person, who desires to take part in e-auction of any notified registration number, shall have to first register himself as bidder by correctly filling the application form available on the concerned web portal of Transport Department and paying the specified earnest money through online mode.
(ix) If any bidder desires to take part in e-auction for more than one notified registration number, then he shall have to submit application and pay the specified fee separately for each notified registration number.
(x) The earnest money for a notified registration number shall be one-third of the prescribed fee under clause (iv) of sub-rule (2) of rule 51-A of the Uttar Pradesh Motor Vehicle Rules, 1998.
(xi) The information related to registration and the necessary details like login ID and password etc for bidding shall be sent to registered mobile number or e-mail or both given at the time of application.
(xii) Registered bidders can take part in bid for the concerned notified number in the specified period. In the said period registered bidders can make more than one bid for the concerned notified registration number, and for that they will not have to pay additional earnest money.
(xiii) The first bid amount by any bidder for any notified registration number shall be more than the amount of fee prescribed for that notified registration number, and all the next bids by the bidders shall be in the multiples of five hundred rupees.
(xiv) The given bidding time of three days of seven days of e-auction shall come to an end on the last day of bidding at 6 PM.
(xv) With the end of the bidding time, the name of successful bidder shall be flashed immediately on the portal.
(xvi) The successful bidder will be intimated on registered mobile number or e-mail or both given at the time of application.
(xvii) The notified number will be reserved in favour of the successful bidder, hereinafter referred to as the first bidder, with the condition that the bid amount (minus the earnest money already deposited at the time of registration for bid) shall be deposited online by the first bidder within seven day from the date of closure of bid.
(xviii) If the first bidder fails to deposit the bid amount within the period specified in sub-clause (xvii) above, the allotment of notified registration number shall stand cancelled and the earnest money deposited by the said bidder to take part in auction shall be forfeited.
(xix) In case of cancellation of allotment of notified registration number to the first bidder, the concerned notified registration number shall be allotted to the second highest bidder and in case of unwillingness to accept the bid offer or failure of depositing the bid amount by the second bidder, the same notified registration number shall be allotted to the third highest bidder.
(xx) If the second bidder or the third bidder, as the case may be, fails to deposit the bid amount after the allotment of notified registration number, the allotment of notified registration shall stand cancelled and the deposited earnest money of the said bidder shall be forfeited.
(xxi) The earnest money deposited by the unsuccessful registered bidders including such bidders who denied to accept the bid of the first bidder shall be refunded through online mode to the same bank account from which the amount was debited, within 15 days from the date of deposit of bid amount by the successful bidder.

(5). The Transport Department shall not be liable to pay any interest on the earnest money deposited by the bidder.
(6). To simplify the process of refund of deposited earnest money to the bank account of the bidders referred to in sub-clause (xxi) of clause (4) a single account designated as Collection Account will be opened at State Bank of India, Government Business Branch, Lucknow by the Transport Department and that account will be linked to the official e-auction portal of Transport Department.
(7). The bid amount, deposited in the said Collection Account by the successful bidder, shall be credited to the government treasury on the same day of deposit or at the next date positively through online mode.
(8). If the process of auction is interrupted for the period of four hours or more by any technical reason then the decision to extend the process of auction for the said period of interruption shall be vested in Transport Commissioner.
