Special Provisions Relating to Smart Card in Rajasthan

Question 1: What should be done when the Licensing Authority has the apparatus for issuing smart card type driving licenses in Rajasthan?


When the Licensing Authority has the necessary apparatus, driving licenses shall be issued on a smart card in Form 7. This includes renewals, additions of categories, address changes, issuance of duplicates, and entries of driver's badges for all previously issued driving licenses in Form 6 and Form 7 (not on smart card), which will also be made only on the smart card in Form 7.

Question 3: What is the procedure for issuing conductor's licenses when the Licensing Authority has the necessary apparatus?


Conductor's licenses should be issued on a smart card in Form R.S.13.1. Renewals, address changes, issuance of duplicates, and entries of conductor's badges for all previously issued conductor's licenses in Form R.S.3.3 shall also be made only on the smart card in Form R.S.13.1.


Question 4: When should the certificate of registration for motor vehicles be issued on a smart card in Rajasthan?


The certificate of registration for all categories of motor vehicles registered in Rajasthan shall be issued on a smart card in Form 23A from the date notified by the State Government. For vehicles registered before this notified date, the certificate of registration shall be issued in Form 23A for applications related to renewals, duplicates, transfers of ownership, changes of residence, endorsements of termination of hire-purchase agreements, alterations, fitness certificates, and duplicate fitness certificates.

Question 6: What is the procedure for issuing permits on a smart card in Rajasthan?


All permits issued in the forms or formats prescribed in rule 5.9, and authorizations for tourist permits and national permits (except special permits under section 88(8) of the Motor Vehicles Act, 1988), shall be issued on a smart card related to the registration certificate (Form 23A). Applications for renewals, duplicates, replacements, counter-signatures, curtailments or extensions of routes, changes in service, transfers of ownership, and surrenders or cancellations shall also be made on the smart card (Form 23A).


Question 7: What is the policy for issuing hard copies of documents that are entered in the smart card?


A hard copy of the complete document entered in the smart card shall be provided if requested by the card holder, upon payment of a fee of one hundred rupees.
